Preheat your oven to 350°F (175°C).
In a bowl, whisk together the flour, cocoa powder, baking powder, and salt.
In another bowl, cream the softened butter, granulated sugar, and brown sugar until light and fluffy.
Add the eggs, vanilla extract, and red food coloring to the sugar mixture, mixing until well combined.
Gradually add the dry ingredient mixture to the wet mixture, stirring until just combined.
Chill the dough in the refrigerator for at least 30 minutes.
Scoop tablespoon-sized balls of dough and roll them into powdered sugar until completely coated.
Place the dough balls onto a baking sheet lined with parchment paper, spacing them about two inches apart.
Bake in the preheated oven for 10-12 minutes, until the edges are set but the centers are still soft.
Allow the cookies to cool on the baking sheet for 5 minutes before transferring to a wire rack to cool completely.
